1996
MCI was formed in 1996 by Monty McFadden and Bobby Cone to provide General Contract Management, managed care and TPA consulting services. Consulting engagements have included the development of a PPO network in Virginia for an insurance carrier, selection and implementation of a RMIS for a self-insured municipality, and managed care consulting to a range of clients.

1998
In 1998, MCI was awarded the Workers’ Compensation and Cost Containment Services contract for the Commonwealth of Virginia. MCI is in its fourth contract as a General Contractor managing eleven Team Partners.

The process included the takeover of all claims and the hiring of the State’s staff. The program has been extremely successful, winning an award for Innovation by the Council of State Governments and net cash flow savings exceeding $200 million.   The actuarial projections stated the State’s costs to be well above the results achieved under the MCI program.

2000
In addition to the Commonwealth of Virginia Program, MCI also manages the Montgomery County Self-Insurance Program (MCSIP) in Maryland in this same outsourcing based, contractor management model. This program involves two risk pools, one risk pool for workers’ compensation and the second risk pool for liability and property programs for in excess of 52,000 employees. Loss Control Innovations also provides strategic Loss Prevention services to each organization.

2018
Effective January 1, 2018, four key MCI employees acquired a majority interest in MCI and assumed the senior management of the organization. In their new roles, Penny Gough will serve as President, Pearl Monroe as Vice President, Judy Hays as Treasurer, and Nell McCarty as Secretary of the organization. These four individuals bring years of experience and creative energy to the Program. Company founders Bobby Cone and Monty McFadden will continue to be engaged in new product development and marketing opportunities.

MCI is currently a SWaM employer (small business) and the new management will be making application to be recognized as a female owned business.
